If the HVAC systems serves only the one unit, it would be inspected as part of that unit, even if it is positioned within a Common Area like a shared basement or attic. We would not normally go into an attic if it requires the use of a moveable ladder.

If we saw a downspout that was damaged, we would cite the downspout damage and of we saw the damage was caused by overgrown vegetation, we would cite the overgrown vegetation as well – both defects would be cited.

There’s a flaw in your question, in that it offers us an either/or choice that does not exist. This depends on the issue. If it is considered life threatening, it must be fixed in 24 hours. If it is not life threatening, a repair may not be required at all.

Assuming that the unblocked window provides a means of egress, we would not cite this. We only need two means of egress from each area. Now, if the blocked window is inoperable, we would still cite that issue, but we would not call it an egress issue.
