The scoring value of any Inspectable Area serves as a “loss limit” – my words, not HUD’s. If the Unit is worth 1.6, or 2.5, or 5 points, then that is the most points that can be lost in that Unit. Likewise, let’s say that the Building Exteriors are worth 17.5 points, and we have 10 identical bldgs., each with the
same number of Units and the same kinds of Common Areas. Each bldg will have an exterior value of 1.75 (17.5 divided by 10) and we cannot lose more than that 1.75 on any single bldg. Also, the value of each defect will be proportional to the point value of the Inspectable Area. If a Unit A is worth 2 points and Unit B is worth 4 points (these will be at different properties, they can’t vary that much at the same property) then the GFI that is worth 1.1 in Unit A will be worth 2.2 in Unit B. The ponding on the roof of at one property where the Building Exterior is worth 17.5 will be worth about ten time what it would be worth on that property with ten identical bldgs. with Exteriors worth only 1.75.
