I am guessing we need to take tape measures, rulers with us? Testing ponding inches, fence holes and so on?

Most inspectors just eyeball this stuff, or else they carry something small and simple like a little 36 inch key ring size tape measure.
It doesn't take long to become accustomed to what sizes = 12 inches, 18 inches, 32 inches, and it takes only a little practice to learn how to pace off larger measurements.
However, your question brings up a very frequent question: "Is it true inspectors are not allowed to carry and us tools?"
That is completely false. Inspectors should carry and flashlight, maybe a small tape measure, and certainly a stick for reaching smoke detectors and emergency lights above 8 feet. It is fair game for an inspector to use an inspection mirror to look under objects without having to bend over or get on his/her knees. It's also fair game for the inspector to use his/her cell phone camera or computer camera to check items in awkward positions.
