bad units - consequences?

IN the mouse and cheese video, the unit was well over the 2 points but is only counted as 2 points. What if every unit inspected at
the property is well over the 2 points is any higher action given to this property/owner?

Surprisingly, REAC has no standard way of dealing with a situation like this one. Over the years, I have
seen properties where most of the units were this bad, and they stayed that bad from one year to the
next. (We were speaking of the example unit in the Mouse and Cheese video:

The point losses in each Unit are limited and the point loss for all Unit combined is limited – and it is
actually possible (not likely but just possible) that a property could score zero in units, having actually
had 300 points worth of defects, and the property could still score a PASSING 59.5 which rounds up to
60.
