When it comes to a blocked breaker panel, is it a judgement call or does it have to be a certain amount of feet surrounding to be acceptable?

Short answer: “It’s a judgement call.” Where there are codes governing this, they usually say we need 3 feet of clearance… but this is not a code inspection. All we are worried about is “can I get to the panel if I need to?”
