why no GFI tester?

When testing the GFCI outlet, why doesn't the inspector use a tester to make sure the switches work?

Because HUD says so. When they designed the UPCS, they designed it to require minimal tools and minimal expertise. It was intended as a highly mobile, quick inspection, that could be conducted by a non-expert inspector who was acting as eyes, ears, and fingers for HUD.
