In the photo of the rodent fried in the electrical panel, would it be sufficient to say infestation could
also be a concern and be addressed in the REAC inspection?

Sure – if you find even a dead rodent, you can cite infestation. You can cite multiple defects in many of the photos I used in this seminar.
