burnt outlets?

It seems you address outlet covers but I have seen outlets that are cracked or burnt, is this considered a deficiency?
In the simplified definition we used the words cracked, damaged, and missing, but the original legal definition uses the word “damaged.” Burnt would qualify as damaged in my mind – but it would be very minor defect unless it was so bad as to expose wires.
Missing/Broken Cover Plates (Outlets/Switches—Unit)
Deficiency: The flush plate used to cover the opening around a switch or outlet is damaged or missing.
Level of Deficiency:
- Level 1: An outlet or switch has a broken cover plate over a junction box, but this does not cause wires to be exposed.
- Level 2: N/A
- Level 3: A cover plate is missing, which causes wires to be exposed.
PS: generally, where we see something like the use of the terms "cracked, missing, damaged" in the top section of the definition, but then we only see the use of the word "broken" in the lower section, we assume that this means the same thing, or broken = damaged or missing.
