If we knew that something that appears to be graffiti was intentional, authorized artwork, then we would overlook it. Example: somebody gave the third graders permission to do a mural on the side of building facing a playground. It was a horrible mistake, looks like hell, but the third graders, bless their little hearts, were proud. That’s a community art project, it’s not graffiti. The overarching concept is that graffiti is unauthorized and it conveys some kind of image or words – its more than just a splash of paint, it’s got form. However, we could also have construction markings – something created to indicate the path of underground cables or where to cut the sidewalk. That is not graffiti either.
