Shared ownership of fence

Another fence question if the fence is a shared fence , however it belongs to the neighbor but needs to be repaired how would we write this deficiency up ?

If we are a REAC inspector, when a fence is on the property line, we assume that it belongs to the property, period. We do not care who really owns it and who is responsible for repairs. We merely observe the fence, and determine if it is damaged or not, then we report that there is or is not a fence and if there is a fence, we report that it is or is not damaged according to the protocol. Of course, if we are inspecting on behalf of the property, then we are going to need to figure out how we get the fence repaired prior to the next REAC inspection, or if we want to appeal this, or of we want to remove the fence. (Or even if we want to simply "take the hit" and accept the point loss.)
