strom drain debris but no water?
With regards to storm drains or any other type of drain, are we just looking for debris? How would one know if it is actually blocked especially when the weather is dry.

Great question, because it brings up just how sadly subjective this inspection can be at times. REAC gives us no real guidance on this. If we can see evidence of water overflowing the storm drain system, like maybe high water marks, mud around the drain, etc. then we cite it. Some inspectors will cite if for something like leaves laying on top of the drain, which is overkill. In our jobs, we are normally advising management, so we will tell them to completely clear away all debris to be safe.
