Does an Intentional Opening Make a Fence a Non-Security Fence?

In the playground with permanent opening example, would the gate no longer be considered a
security gate?

I’m not sure what you mean. Are you talking about the photo where the gate is disassembled and leaning against the fence?
Or, maybe you mean the photo where there is a school bus in the background? I did not use the word playground there – there’s no playground in that photo.
We could argue that the presence of a gate here changes the function of this fence, making it a nonsecurity fence. I’m not sure how HUD or a HUD QA rep might take that argument. It certainly gives me something to think about. I must admit I am not sure. I tend to think we would still call this a security fence since it surrounds most of the property and does still provide some control over where people may enter and exit. The fact that any given inspector might see it differently than us, costing us 5 or 6 points that would be difficult to appeal, I would recommend we expect and prepare for the worst.
