What if an exit sign is illuminated and functioning however displays exposed wires connected from
the exit sign to the ceiling of the building?

Then you could cite it for Exposed Wires, assuming that there is an electrical hazard. If we only see insulated wires, with no exposed wire nut connections, then there is not a defect.
