Blocked window. If in a bedroom the window is blocked and the other window is open providing egress do you still have to take a point away?

Assuming that the unblocked window provides a means of egress, we would not cite this. We only need two means of egress from each area. Now, if the blocked window is inoperable, we would still cite that issue, but we would not call it an egress issue.
