Gas equipment in basements

Gas storage- Is gas powered machinery exempt from this? For example, I have seen someone have a lawnmower stored in a basement area and I could smell the gas fumes.

We do not want to see gas cans, or gas powered equipment, or propane tanks in a building that also has units. We want to see them only in auxiliary buildings that have no units, and then, we still want to see them properly capped and away from sources of ignition.
