Is it considered damage to splash blocks if they have cut the blocks to fit in a certain area?

If they’ve obviously been intentionally modified, we should let that go. Also – we do not REQUIRE splashblocks, we only inspect them were they exist. If all the downspouts but one had a splashblock, it would be fair to assume that one is missing… but what if that one downspout drains onto pavement or a sidewalk? Then, we did not really need a splashblock. So, we can use some discretion on this.
