penetrating roof damage?

Regarding damaged or missing shingles, I know it is based on sq ft, but what about penetrating damage, is that scored the same?

A couple of amazing facts:
A – Shingle damage is cited according to square footage of damaged or missing shingles with no regard to consequences. Over 200 sf of warped shingles that are not leaking is Level 3, but 50 sf of completely missing shingles and underlayment exposing bare particle board that is warped and rotten from exposure to weather is Level 1.
B - The UPCS has no defect for Roof Leaks. We have defects for damaged shingles, ponding, damaged membrane, etc. but we have no specific defect for a known roof leak. We can cite a defect for water stains on a ceiling, on a wall, or on a floor… but there is no “roof leaks” defect.
I’d say, “You can’t make this up,” but in fact, somebody DID make this up and it got written into policy.
