Are splash blocks required ?

We do not REQUIRE splashblocks, we only inspect them where they exist. If all the downspouts but one had a splashblock, it would be fair to assume that one is missing… but what if that one downspout drains onto pavement or a sidewalk? Then, we did not really need a splashblock. So, we can use some discretion on this.
