debris on top of drain but not clogged inside

On roofs for damaged / clogged drains L3, would you mark it a L3 if debris was just covering the entire drain, but the inside of the pipe was clean?
I’m not sure how you’d know the inside was clean unless you cleared away the debris covering the drain… by that time it is no longer clogged.
If you could clear it that easily – it wasn’t jammed into the drain - and upon easily clearing the surface debris, you saw the drain was clear down inside, it would be fair to just let that go, eh?
However, do keep this in mind: you and I are almost never going to be in the position of official REAC inspector. You and I are more likely going to be in the position of advising someone who is trying to be in good compliance – trying to get a good score on their inspection – to help them do so.
In this case, I would advise them that they need to make sure that drain looks clear for their official REAC inspection. The next guy who comes along as their REAC inspector might not take the time to clear the drain and look down into it, he might just cite it, and then might just shrug or even be ticked off and make the day go worse if they try to show him that it can be easily cleared.
