Clogging of basement floor drains

If a tenant informs us that the basement backs up on a regular basis , should we require the owner to have the drains snake with a camera to see if the drains are possibly damaged ?

We do not require the owner to do ANYTHING except to repair the Exigent Health and Safety items. All we do is – if we are conducting an inspection on behalf of HUD – is to report the appropriate defect to HUD in the RAPID 4.0 software. In effect, we simply make a checkmark and add a comment. However, if we are inspecting the property on behalf of ownership, then yes, we would communicate this through the proper chain of command to see how it should be handled.
