With a call for aid system, it must be removed or can notice be written next to it saying it is disabled?

If it exists and it does not work, it gets written up. If it has been removed cleanly so that we cannot tell it ever existed, then we do not write it up.
If, for some reason, a system has been decommissioned and cannot be effectively removed, there is an appeals system that we use to document this after the fact. The inspector still writes it up, but the property does not necessarily have to restore it and does not necessarily have it scored against them after we go through the appeals system.
