The defect is called Erosion/Rutting, and it includes rutting caused by man-made processes, so it does indeed include rutting left due to poor completion of work by a contractor. We would cite it according to the criteria in the definition, L2 being a hole only 3 to 5 inches deep and 6 inches wide or larger, and L3 being 5 inches or deeper by 8 inches wide. Neither of these is a very big hole, and this may be one of the most common high scoring but unexpected issues on the Site that can ruin the score for a property.
