gap filled by weather stripping

How do you mark down if a door frame is damaged but would only be visible by a small gap but the gap has been filled by above normal weather stripping?

Again, if the door is fully functional, we do not cite Frame damage. If there was a big gap and it appeared somebody doubled up the weather stripping or did a funny repair to try to conceal the gap, then we might make the judgement call to cite it.
