Doors of units we are not inspecting?

I understand a unit door is not to be inspected unless the unit itself is in the sample however if the
inspector were to walk in a building hallway and on their way to a specific unit there is noticeably a
damaged door of a separate unit, is it safe for the inspector to document the deficiency?

The inspector could certainly make a comment that does not score, but a REAC inspector would not bother. They are not supposed to do this, and they don’t usually do things that take time and effort if they are not supposed to do so. However, if you were doing an internal inspection, it would make
complete sense to note that damage. I would take the attitude in an internal maintenance inspection that I’m inspecting anything that exhibits any kind of damage.
