No roof access

When discussing roofs, would the property be penalized if the inspector is unable to access the roof
top to determine if there are deficiencies?

First of all, I want to make sure you understand that the REAC inspector, according to REAC rules, will not go up onto any roof that requires the use of a movable ladder. He/she will only go onto a roof that has a permanently attached ladder or a stairwell that has a door to the roof.
If that kind of access does not exist, the inspector will merely state for the record “no roof access.” If there is such a way to access the roof, but it is locked or blocked and you are unable or unwilling to allow access, then the inspector will make a similar comment like “staff could not provide access to roof via existing stairs that were locked.”
There will be no penalty, per se, but REAC will reserve the right to send someone back to check the roof (which has never happened to my knowledge.) They may call you or email you and ask you why this happened. I have not heard of this happening either.
