When determining a score per building based on the minimum score listed in the UPCS guideline book
(specifically referring to the discussion of dividing 17.4 by four buildings to be 4.35 points per building)
with the max points possible being 10 points, could it be justified for the inspector to score higher per
building if scoring room allows based on the severity of the issue?

The inspector does not determine scoring, and generally does not even know what the scoring will be. It is computerized. There is no variation from the formula. There are no mistakes… or they are very, very rare and very obvious when they occur. The only errors I have seen in 22 years of looking at scoring
reports were two times when something that should have scored 5 or 10 points scored zero deduction – no loss. This was a software glitch when HUD issued a no version of the software, and this was corrected the same day as it was discovered.
Now, you should understand that the 10 point cap works like this: If a single defect goes over 10 points, it gets limited to 10. Example: a bad sprinkler head is actually worth 16 to 19 points in a single building property – but we can only lose 10 points. If I had two identical buildings, the sprinkler issue would be worth 8 to 9.5 per building, so it would not hit the cap – and we would lose 16 to 19 points between the two buildings. (Ouch!)
