In the mouse and cheese video - I think it is obvious there is no routine maintenance given at this property. But say there is, and the
tenants at this property are just careless and reckless with no regard to another person’s
property. Can the property release the tenant of the lease after failing the REAC? Even if this could
have happened within the time frame between maintenance routines it is the tenants responsibility
to let the property know there are issues. If the tenant is notifying the property then the property is
negligent and should be held accountable to some degree. I’m just in shock so many things are wrong
within one unit.

The example is “pretend,” like a scary movie. It’s just a collection of photos from inspections I have
done over the years – it was not one real unit. HOWEVER, I have actually been in Units that were
WORSE.

Surprisingly, REAC has no standard way of dealing with a situation like this one. Over the years, I have
seen properties where most of the units were this bad, and they stayed that bad from one year to the
next.

The point losses in each Unit are limited and the point loss for all Units combined is limited – and it is
actually possible (not likely but just possible) that a property could score zero in units, having actually
had 300 points worth of defects, and the property could still score a PASSING 59.5 which rounds up to
60.
