Exterior, Common Area, and Unit lighting?

Not clear on the lighting for exterior, common areas and units. Exterior is only regarding broken and missing Bulbs and fixtures?

Short version:

Exterior – we rarely even see the outside lights turned on. All we are looking for is, do the lights look broken? If 20% to 50% look broken, we cite it.

Common Areas – All we are looking for is lights that are missing or do not work. Damage does not matter as long as they work.

Units – All we are looking for is lights that are missing or do not work. Damage does not matter as long as they work.

CA and Units – IF we see a shock hazard, sharp edge, or other hazard, we cite that under Health and Safety.
