Again, like with many other items, the principle we follow is that, if a garage door is removed, it should be removed in such a way that the job is complete and the final result gives the appearance of being intentional rather than just being a quick and dirty fix to avoid spending the money to make repairs. Of course, we also need to consider the effects of taking down a garage door. If the garage has drywall finished walls, are they now going to being to mold and mildew from more exposure to weather? In many cases, it is going to cause more problems than it solves by removing a garage door.
To answer your question more directly, no, there is no requirement that a garage door be present – BUT – if there is the appearance that a garage door was present and was removed, then we would call it a missing door.
