Are GFIs required?

What is the requirement with-in the completion bulletin were GFCI outlets are required as we don’t follow electrical / building code.

Are you asking about the Compilation Bulletin? It does not say much about this topic, just this:

GFI and Arc Fault Circuit Interrupter (AFCI) circuit breakers in electrical panel boxes must be tested by pushing the test button to trip the breaker and resetting it; which is to be only done by the inspector. Deficiencies for inoperable AFCI circuit breakers are to be recorded under [Common Area], [Electrical System], [appropriate room location], [GFI does not function when self-test button is pressed]. It is strongly recommended that the inspector notify the POA’s that these circuits are going to be interrupted and effect devices such as: computers, oxygen pumps, televisions, etc.

But, what you need to know I think is that we only test the GFCIs and AFCIs that exist – we do not speculate on the topic of where one should be present if it is not present.
