Measuring how much peeling paint on exterior walls

Measuring how much peeling paint on exterior walls

When there is peeling paint on wood wall surfaces, the definition requires at < or > then 50% needs to be peeling or missing paint. Would the inspector go and measure all the wood surfaces and calculate the percentage of peeling / missing paint.
