Level 1 worse than Level 3?

In the video, you mention that LEVEL 3 doesn't necessarily mean the worst. Can you explain why?

What I meant was that one particular Level 3 defect may not be higher scoring than a Level 3 for another type of defect. For example on Site: Level 3 Mailboxes Missing/ Damaged on Site will have a scoring value of about 0.2 to 0.3 points while a Level 1 Retaining Wall Damaged/Falling/Leaning will have a scoring value of about 1.3. For example in Units: Level 3 Smoke Detector Inoperable is worth ZERO points deducted, while Level 2 Toilet Damaged/Clogged/Missing is worth 0.8.
