In the video, you mentioned that an inspection doesn't inspect a locked box. What if the locked box has an emergency safety hazard?

We do not open a locked electrical box other than a breaker panel, we DO still inspect it externally – therefore we would not know if there was a shock hazard inside it, but if we saw from outside without opening it that there was a missing knock out (for example) we would still cite the appropriate defect.
