cleaning and maintaining window sills

For window sills: Is it required that they be cleaned and maintained?

Required by whom? Not by us as UPCS inspectors. We merely operated the window to see if it works. We do not have a deficiency called “dirty window sill.” We DO have a deficiency called Windows/Damaged Sills. We would cite a deficiency if we found a window sill that is damaged, but we do not “require” the property to do anything.
