Specific to Florida, due to hurricane season would shutters be considered blocked window egress if
found covering all windows to a specific unit?

Wow, there’s a question nobody has ever asked and one that I have never thought of myself, despite living in Florida for 5 years now.
I’m going to say yes, they would be considered blocked egress, but you should not have shutters on windows unless you have a hurricane coming… so maybe you shouldn’t be doing an inspection… or maybe you would appeal this if it was necessary for the shutters to be present. I would not think that
